His ult is probably one of the best if not the best heal type ultimate! Would reccomend him first but you can go with Itachi as he is also amazing

Naruto last battle had a good defensive jutsu plus a alright jutsu that revives teammates and heals anyone within the area. Ohnoki(Honestly the only reason you would get him is for his super lightJutsuboulder Jutsu, so probably don't get this one first)
After madara get anyone else on this list. His ult is alright at most, probably should run kirin or something better. I recommend Madara if you are getting range DLC! He has good Jutsu, one of which will assist you in every game mode! Majestic destroyer flame can destroy barriers and does great damage, Hiding in ash recovers ninjutsu and is great at running flag. I recommend Shisui as he has great jutsu, a great ultimate, and a great substitution! Plus he gives you a great range weapon!
